1.            Organisational Background

BRAC was established by Sir Fazle Hasan Abed in 1972 after the independence of Bangladesh and is present in all 64 districts of Bangladesh as well as 10 other countries in Asia and Africa. 2.            Introduction & Problem Statement

BRAC International (BI) recognizes the need to strengthen leadership and management skills among its NGO Senior Management Teams (SMTs) across its operating countries. These teams are responsible for executing BI’s strategic objectives on the ground, and their effectiveness is critical to achieving organisational impact. Preliminary observations suggest that leadership skills related to program management, team supervision, cross-functional coordination, and stakeholder engagement may be critical for SMT members. However, the specific areas of focus will ultimately be determined through the Training Needs Assessment (TNA). This learning journey is designed as an intervention to address the leadership capacity gaps by developing the SMT’s capability to lead effectively and drive BI’s mission forward.

3.            Objectives & Purpose of the Training Program

The objective of this consultancy is to design and facilitate leadership training for a 5-day classroom /Leadership Development training exercise in the month of September 2025.  This will be followed by working with participants to develop and execute Individual Development Plans (IDPs) that will be implemented over the preceding six months post-training.

This training aims to create a shared understanding of BRAC International’s leadership principles while enhancing participants’ people management and leadership capabilities. It is designed to strengthen core leadership skills and support the professional growth of participants in their leadership roles.

4.            Scope of Work

BRAC International is seeking an experienced consultant to design and deliver a comprehensive leadership development program for its Senior Management Team (SMT) across East and West Africa. The consultancy will begin with focused group discussions and consultations with SMT members and Country Directors to identify key leadership challenges. These insights, alongside a Training Needs Analysis (TNA) administered by BI’s Learning & Development (L&D) team, and a review of organizational documents (such as BI’s strategic plan and core values), will inform the design of a leadership training program aligned with the organization's priorities. The program should integrate leadership behaviours and competencies, and embed principles of gender dynamics and feminist leadership.

The consultant will facilitate two five-day, in-person workshops—one for each regional SMT cohort—using participatory adult-learning methods. This will be followed by a virtual cross-regional learning exchange and three virtual group coaching sessions over six months to support continued growth and application. Additional responsibilities include developing an Individual Development Plan (IDP) tool, proposing post-training learning mechanisms, and delivering a final evaluation report assessing learning outcomes and strategic recommendations. All work must be participatory, contextually grounded, and responsive to BI’s evolving leadership development needs.

The consultant will deliver an inception report outlining the approach, methodology, and key milestones, incorporating insights from focus group discussions, the Training Needs Analysis, and engagement with SMT members. They will design a full training package for two 5-day workshops, including session plans, learning materials, and an Individual Development Plan (IDP) tool. Additional deliverables include pre- and post-training evaluation reports, summaries from three virtual group coaching sessions, a report on the East-West Africa virtual learning exchange, and a final evaluation report capturing key outcomes, participant feedback, and strategic recommendations for sustaining leadership development at BRAC International.

This training will target the Senior Management Teams (SMTs) across BRAC International’s country offices, including Uganda, Tanzania, Rwanda, Liberia, and Sierra Leone. Participants will comprise Country Directors, Deputy Country Directors, and heads of key departments.

5.            Expertise Required

The ideal consultant will possess a blend of expertise and skills critical for the success of this learning journey:

     Leadership Development Expertise: Deep understanding of leadership principles and experience in developing leadership capabilities within INGOs or similar organizations.

     Training Design & Delivery: Skill in designing engaging training programs and delivering them effectively. Familiarity with adult learning theories and the ability to create an interactive learning environment are essential.

     Curriculum Development: Proficiency in developing structured training curricula and materials tailored to identified needs and competencies.

     Coaching & Mentoring: Experience in providing coaching or mentoring, especially group coaching, to reinforce learning and facilitate behavioral change in participants.

     Program Evaluation: Ability to design and implement evaluation tools to measure training outcomes, analyze data, and draw insights on program impact.

     Stakeholder Engagement: Strong interpersonal skills to engage with participants at senior management levels, and the ability to work collaboratively with BRAC International’s staff and stakeholders.

     Cultural Competence: Sensitivity to cultural differences and experience working in multicultural settings, ensuring that training content and delivery are relevant and respectful across diverse country contexts.

     Organizational Insight: A solid grasp of NGO operations and challenges, enabling the consultant to contextualize leadership and management concepts to the realities of country program implementation.

6.1       Administrative Compliance - Mandatory Requirements [Pass/Fail]

 

     Curriculum Vitae and Cover Letter: A detailed CV of the lead trainer/consultant outlining relevant experience, accompanied by a cover letter demonstrating the ability to successfully undertake this consultancy. A minimum of seven (7) years of experience in delivering similar assignments is required.

 

     Client References: At least three (3) positive references or testimonials from previous clients for comparable leadership or management training assignments.

 

     Company Registration: A valid Certificate of Registration or Incorporation.

 

     Tax Compliance: A valid Tax Compliance Certificate.

 

7.Selection Process

Applicants who meet the mandatory requirements outlined in Section 6.1 will be shortlisted for the next stage of the procurement process, which is the Request for Proposal (RFP) Stage.
