Job Synopsis

The LACA Regional Human Resources Coordinator (LACA RHRC) will provide guidance and support to MCC programs in the region. The LACA RHRC ensures MCC policies and national labor laws are adhered to, working in close cooperation with MCC Canada and MCC U.S. HR Teams including the respective Directors, the MCC LACA Area Directors, and the Global HR Network. The Regional HR Coordinator provides oversight to MCC LACA’s human resource areas in all six country programs: Mexico, Guatemala/El Salvador, Nicaragua/Honduras, Haiti, Colombia/Ecuador, and Bolivia. This role will focus on HR issues relating to National Staff in the six country programs and supporting Representatives (Reps) in country offices with increasing workload and capacity building around the HR function. The LACA RHRC will guide hiring managers (including Country Representatives and Area Directors), and other HR personnel to ensure MCC’s procedures and policies for hiring and managing National Staff are efficiently carried out. This position requires knowledge of and/or capacity to access the human resources laws and customs in the countries where MCC’s programs are located, and to work as a key strategic partner to the ADs to implement HR strategic priorities, policies, and procedures in the countries where we have National Staff in LACA, ensuring these items are adapted appropriately to the local context and in line with applicable local legislation. Responsibilities include areas such as policy development and interpretation, incident reporting, HR-related training, and workplace investigations.
This position will be based remotely in Honduras or Mexico.

· University degree in human resources or equivalent experience required

· Minimum 7 years of human resources (or similar) work experience required, preferably in the international development sector

· Excellent communications and negotiation skills; ability to interact clearly and effectively orally and in writing

· Excellent relational skills with a strong customer service orientation; ability to collaborate in a diverse team environment where leadership is most effective through collegial influence rather than formal authority

· Strong self-starter, willing to take both direction and initiative

· Well organized with a strong aptitude for human resources matters

· Ability to attend to many important details simultaneously

· Demonstrated ability to maintain professional confidentiality

· Excellent command of both oral and written English and Spanish

· Ability to travel throughout the region for one week every-other month, or as needs arise

· Participate in mandatory Continuing Professional Development (CPD) as per Sections 9 and 10 of the HRMP Regulations

Preferred: 

· Proficiency in Microsoft Word and experience with human resources information systems; proficiency in Microsoft Outlook and Excel

· Proficiency in online research tools

· Demonstrated understanding of MCC, or ability and willingness to learn

· Additional relevant languages spoken, especially French

Key Responsibilities

MCC National Staff HR Support:

· Develop methods for accessing and tracking country labor laws and customs for all 6 program offices, ensuring MCC is compliant with HR functions and have them embedded in the respective country staff handbooks.

· Work directly with MCC Representatives (Reps) to develop National Staff compensation packages that meet local legal requirements and are consistent with MCC policies. Provide salary quotes for new positions and COLA updates.

· Obtain country-level salary/benefits information for similar international and local organizations and assist MCC Reps with periodic compensation reviews. Give leadership compensation recommendations presented for budget consideration.

· Lead the recruiting and hiring process for all National Staff positions in LACA.

· Work with Reps to address areas of performance management and staff issues, ensure adequate care is provided, and any steps taken are in line with applicable employment law.

· Provide guidance and one-on-one coaching to staff facing workplace challenges, ensuring the application of HR best practices while remaining responsive to diverse local contexts and individual needs.

· Leverage cross-country insights across the 6 programs to assess and strengthen HR policies and practices. Collaborate with Country Representatives and Area Directors to identify gaps and implement effective, contextually appropriate solutions.

· Serves as the Focal Point for staff care and safeguarding, ensuring survivors receive timely, support and contributing to safe, respectful workplace cultures.

· Work with the Country Representative on periodic modifications and ongoing development of the National Staff Handbook (NSH), to ensure compliance with applicable employment law and internal policies. .

· Provide training and onboarding to HR functions and processes for new staff in LACA and support reps with training and onboarding in LACA countries.

All staff support:

· In consultation with International Worker Care Specialists and HR Directors, guide the HR policy interpretation in the region to ensure consistency in application and equity.

· Serve as a primary first contact for sexual violence reporting and other incident reporting, working directly with MCC Canada and U.S. HR Directors for additional steps in the case management process. .

· Manage workplace investigations, as requested by MCC Canada and MCC U.S. HR Directors.

· Lead trainings on HR-related matters for all countries in LACA.

· Receive and lead grievance processes as required by HR Directors.

· Participate in various Working Groups and Standing Committees, as part of the wider MCC system.

· Participate in HR Tech Team for the IP Compensation Model revision for the implementation season, assisting with developing policy, procedures, best practices and various tools to support the new model.

· Serve as a member of the IP Classification Team, including representing job valuation decisions to IP leadership staff.

· Meet regularly with Reps and teams to monitor team dynamics/workplace culture and address concerns as they arise.

· Provide the level-up facilitation for counseling, EAP, and medical benefits in a confidential manner when there are concerns about confidentiality or policy questions.

Other:

· Identify and provide training to MCC LACA staff on relevant HR issues.

· Organize & facilitate MCC orientation, re-entry and similar gatherings held in LACA.

· Participates in the MCC Global HR Network.

· Other duties as assigned.

Location Description

This position will be based in Mexico or Honduras.

This position is based in and serves as part of the LACA regional team. The Employee will work primarily from his/her own home, interacting with MCC staff primarily by email and video calls. Travel to other MCC LACA offices, or for regional meetings, is required. Appointment to this position is for an initial one-year term, renewable. The employee must have a willingness to maintain flexible work hours. While most work can be accomplished during regular office hours of 9 a.m. – 5 p.m., there will be times when evening and weekend work is expected and necessary. There is no extra pay for work outside of office hours, but comp time can be taken.
