To bring high-quality healthcare door to door, we’ve partnered with African governments to ensure that community health workers (CHWs) have the tools, support, and knowledge they need to save lives. We focus on ensuring CHWs are treated as essential health workers who should be digitized, equipped, supervised, and compensated—so they can make the greatest impact—and harness community-level data to transform health systems. In 2023 we supported over 12,000 CHWs, impacting more than 6 million people across Kenya, Uganda, and Burkina Faso.The Opportunity:The Technical Assistance (TA) Performance Management provides day-to-day technical oversight and coordination for performance management across three assigned sub-counties. The role ensures that Living Goods’ TA model is effectively embedded within the County Health System by strengthening data quality, accountability, and supervision structures at both county and sub-county levels. The TA Performance Manager also drives data-informed decision-making, supports implementation of Improvement Operational Plans (IOPs), and builds the capacity of CHMT and SCHMT teams for sustainable community health service delivery.Roles and Responsibilities:TA Performance Management & Supervision (20%)
- Support the adoption and institutionalization of supervision and performance management frameworks at the sub-county level, ensuring alignment with government-led structures.
- Coordinate the development, tracking, and routine review of Improvement Operational Plans (IOPs) to address performance gaps and guide adaptive management.
- Facilitate joint supervision and review processes with CHMTs and SCHMTs, including supervision visits and county/sub-county performance review meetings, to monitor service delivery, strengthen data use, and integrate Living Goods’ TA approaches within existing systems.
Data Quality, Learning & Evidence Use (30%)
- Strengthen data quality and reporting by ensuring accurate, timely submissions across e-CHIS, DHIS2, and AfyaBI; leading regular DQAs and validation exercises with CHMTs; and refining e-CHIS workflows to close functionality gaps and improve user experience.
- Analyze county and sub-county performance data to identify trends, bottlenecks, and opportunities for improvement, and use these insights to inform decision-making and adaptive management.
- Promote learning and documentation by facilitating data-driven learning sessions and supporting the development of success stories, case studies, and lessons learned to guide continuous program improvement.
Capacity Strengthening & Coaching (30%)
- Strengthen the capacity of CHMTs, SCHMTs, and CHAs through targeted training, mentorship, and technical coaching on data-driven performance management, planning, reporting, and supervision processes.
- Support the rollout and effective use of digital tools and performance dashboards, ensuring teams can interpret and apply community health indicators for improved decision-making.
- Promote a culture of accountability, continuous improvement, and peer learning across the county to enhance ownership and sustain high-quality service delivery.
Coordination & Stakeholder Engagement (10%)
- Strengthen risk management and accountability by identifying operational, political, and systemic risks that may affect performance delivery and proposing mitigation measures.
- Represent Living Goods in county-level technical forums and performance review platforms, fostering collaboration and ensuring visibility of TA efforts.
- Coordinate with implementing partners and stakeholders to promote complementarity, avoid duplication, and support cross-learning, exchange visits, and the rollout of innovative solutions across sub-counties
Risk Management (10%)
- Strengthen risk management and accountability by identifying operational, political, and systemic risks that may affect performance delivery and proposing mitigation measures.
- Ensure compliance with Living Goods’ safeguarding, PSEAH, anti-fraud, and governance standards, integrating these practices into county-level systems.
- Monitor and report on challenges affecting TA delivery, including data inconsistencies, coordination bottlenecks, and other issues requiring timely escalation or resolution
Qualifications and Competencies:Essential Qualifications, Experience & Attributes:
- Bachelor’s degree in Community health, health systems strengthening, public health
- A minimum of 7 years relevant experience.
