Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organisation. We work with people affected by violent conflicts to enhance their security and dignity through Unarmed Civilian Protection (UCP). We work to reduce violence, protect civilians in countries affected by violent conflict and its aftermath, and help transform the world’s response to conflict situations.


Overview:


NP first established a presence in Ukraine in 2014/2015 working on peacebuilding and conflict mediation. NP has had a sustained presence in Ukraine since April 2022. NP occupies a unique space in the protection response in Ukraine; simultaneously providing direct protection to at-risk civilians and providing hands-on support to front-line volunteer collectives to directly contribute to the sustainability and safety of their actions.


Job Summary:


The Assessment and Monitoring Officer (AMO) will be responsible for all data collection, analysis, knowledge sharing and learning activities to help ensure accountability, efficiency, and full-cycle monitoring and evaluation of NP projects, including community level assessments. The AMO will work closely with programme staff to support M&E capacity building of NP field teams and facilitate the collection of impact data through assessments and assessment results analysis. They will provide technical support across project locations – namely, Donetsk, Odesa, Mykolaiv, Kherson and Kharkiv regions – in monitoring and evaluation activities. Additionally, they will support, as need be, on grants writing, follow-up of programme indicators, implementation of processes, standard operating procedures.


Key Responsibilities:


  • Work closely with the programmes department and field teams to develop and strengthen monitoring and evaluation systems, including approaches and tools that facilitate the acquisition and aggregation of useful programming data.
  • Act as a central focal point for monitoring and evaluation technical assistance and guidance, ensuring that NPUA maintains requisite levels of quality throughout programming.
  • Guide the design of data quality assurance procedures and trainings to ensure accurate and consistent data collection among NPUA field teams.
  • Manage processes related to internal monitoring, evaluation and information management including supporting the Programme Development Coordinator develop relevant assessments, logical frameworks and performance monitoring plans.
  • Manage processes related to external monitoring and evaluation activities including requests for applications, outsourcing of assessments and evaluations, providing technical input, and overseeing communications related to needs assessments, baseline, midterm, and end line studies, post, and other types of evaluations.
  • Lead the dissemination of results and findings including developing external communications materials and advocacy.
  • Produce high-quality reports on the results of projects against the project goals and objectives.
  • Manage quantitative and qualitative data collection for the purposes of programme development and reporting including the design and deployment of innovative electronic data capture, data storage and data security systems.
  • Undertake regular visits to the field to support implementation of monitoring and evaluation and to identify where adaptations might be needed.
  • Guide the regular sharing of the outputs of monitoring and evaluation findings with management and field staff including reporting of assessments, evaluations, programme data, lessons learned and good practices.


Qualifications:


  • Post-secondary Education or bachelor's degree in social sciences, Administration, Information Management, Project Management, or other relevant academic background (essential)
  • Master's degree (desirable).
  • At least 3 years of relevant experience in monitoring, evaluation, learning, and research.
  • Experience in designing, implementing, and operating project M&E systems from start to end of project.
  • Experience in conducting assessments and analyzing assessment results.
  • Experience in writing and developing briefs based on needs assessments and results.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management and developing M&E and performance monitoring plans.
  • Experience in facilitating and serving as focal person for externally managed evaluations.
  • Knowledge of major evaluation methodologies (ex. Quantitative, qualitative, mixed-method, and impact) and data collection and analysis methodologies.



Skills and Competencies:


  • Strong assessment and analysis skills for the purpose of report writing and programme design.
  • Experience in data entry and analysis software such as Salesforce, Microsoft Excel and Kobo Toolbox.
  • Familiarity and interest in humanitarian protection, peacebuilding, and violence prevention programming.
  • Knowledge and understanding of the Ukrainian socio-economic, cultural, and political conditions.
  • Able to work effectively in a diverse team environment.
  • Comfortable with frequent travel to field locations and living / working in remote areas.
  • Able to communicate in oral and written English, as well as Ukrainian.
