Planned Parenthood Federation of America (PPFA) is a 501(c)(3) charitable organization that supports the independently incorporated Planned Parenthood affiliates, which operate non-profit health centers across the U.S. PPFA also works to educate the public on and advocate for issues of sexual and reproductive health. Formed as the advocacy arm of Planned Parenthood Federation of America, Planned Parenthood Action Fund is a separate non-profit membership organization tax-exempt under section 501(c)(4). The Action Fund engages in educational, advocacy, and limited electoral activity, including grassroots organizing, legislative advocacy, and voter education in furtherance of the Planned Parenthood mission. The Action Fund’s related non-partisan political action committee, Planned Parenthood Federal PAC (PPFEDPAC), makes limited contributions to support federal candidates and supports state candidates as permitted by state laws. Committed to electing candidates who are steadfast in their support for sexual and reproductive health and rights in furtherance of the Action Fund's mission, Planned Parenthood Votes (PPVotes), an independent expenditure committee (SuperPAC) registered with the Federal Election Commission, conducts independent expenditures in federal races, and engages in state elections as permitted by state campaign finance laws.

Planned Parenthood Federation of America (PPFA) and Planned Parenthood Action Fund (Action Fund) seek an Associate Director, Advocacy and Political Law Compliance. This job reports to the Deputy General Counsel in the Office of the General Counsel (OGC). OGC is the internal legal department of the Planned Parenthood National Office providing legal advice and related services in areas including legal compliance, risk management, litigation, and all aspects of business law.

Purpose:

As a part of the Advocacy and Political Law Team within the Office of the General Counsel, the Associate Director designs, implements, administers, and coordinates advocacy and political compliance programs and procedures to ensure PPFA, Action Fund, PPFEDPAC, and PPVotes (“National Office”) activities are in compliance with all applicable state and federal lobbying and campaign finance regulations and reporting requirements. They identify key issues in advocacy and political compliance design and execution which lead to the successful attainment of the National Office’s compliance objectives. They work independently, supporting the Office of General Counsel attorneys and the other Associate Director on the Advocacy and Political Team, coordinating closely with other departments and relevant experts regarding lobbying and campaign finance compliance issues, and organizing  the provision of compliance resources as a compliance resource for National Office staff. 


Engagement:

This position works directly with the other Associate Director and engages stakeholders across all levels of National office to ensure that all relevant lobbying and campaign finance reports are accurate and timely and provide training on design and delivery of compliance services.

  • Collaborate with staff to develop plans to enable PPFA, Action Fund, PPFEDPAC, and PPVotes meet related compliance deadlines. 
  • Advise on optimal organization and delivery of compliance processes, identifying issues which affect success to meet compliance needs;   
  • Advise on optimal approach to meet compliance needs.


Delivery:

Detail-oriented, desk-based, ongoing tasks such as:

  • Help manage outside counsel responsible for performing the National Office’s lobbying, campaign finance, and other nonprofit compliance filings. 
  • Project manage all federal and state lobbying and campaign finance disclosure filings and registrations at the National Office, in coordination with other divisions. 
  • Develop procedures and project manage activities to ensure compliance with all regulatory requirements (under the guidance of the Associate Director and Deputy General Counsel and/or other legal staff).
  • Assist in information/data retrieval in all regulatory investigations. 
  • Work with Associate Director Compliance on maintenance of policies and tracking of compliance activities.
  • Assist OGC staff with developing training and educational materials for the National Office and affiliate staff related to various legal and compliance topics. 
  • Provide logistical and administrative support to strategic projects with the Division.
  • Other duties as assigned.


Knowledge, Skills and Abilities (KSAs):

 

  • Bachelor’s degree. 
  • Lobbying & Campaign Finance Compliance Experience: Previous experience filing lobbying or campaign finance reports required; 5 years or more years of federal campaign finance compliance experience. 
  • Background in non-profit or public administration, finance, accounting, or expert knowledge of some state campaign finance regulations preferred. 
  • Highly organized self-starter who demonstrates a sense of ownership, willingness to take initiative, and ability to prioritize.
  • Solution and process focused with proven problem solving skills and resourcefulness.
  • Ability to handle multiple, simultaneous, and complex tasks and projects effectively.
  • Ability to manage and maintain sensitive and confidential information.
  • Proficient in Google (Gmail, Calendar, Apps) and Microsoft Office with at least intermediate PowerPoint and Excel skills.
  • Demonstrate superior customer service with internal and external customers.
  • Strong, clear and concise verbal and written communication skills across all mediums and across all levels of the organization.
  • Comfortable asking questions.
  • Previous experience as part of an in-house legal team and/or in the areas of U.S. not-for-profit corporate and tax matters or intellectual property law desirable but not required. 
  • Attention to detail and perseverance in troubleshooting administrative barriers and meeting time-sensitive deadlines. 
  • Setting priorities and ensuring that key tasks get done.
  • Must be able to respond to all inquiries in a timely, tactful, and professional manner. 
  • Ability to work collaboratively with OGC colleagues as well as program and operations teams.
