General Background of Project or Assignment, Operational Context:
UNHCR's Mocoa Field Unit operates in a department geostrategically located on the borders with Ecuador and Peru, surrounded by two major river arteries (the Caquetá and Putumayo rivers). These have historically served as communication routes for riverside communities, but in the context of the internal armed conflict, they have become strategic corridors for non-state armed groups (GANE). Of the 364,085 inhabitants of the department of Putumayo, 159,387 are victims of the internal armed conflict, primarily from the municipalities of Puerto Asís,

Putumayo is a culturally diverse department, home to 15 Indigenous peoples and more than 10,000 Afro-Colombians. It is also a transit department for foreign populations due to its double border status and also hosts more than 12,000 Venezuelan refugees and migrants intent on remaining in the territory.
