BACKGROUND
IsraAID is a non-profit, non-governmental and apolitical humanitarian aid agency dedicated to supporting populations in crisis around the world. Founded in 2001, as of 2026, the organization has responded to crises in 68 countries and has ongoing operations in 10 countries, spanning a wide range of different sectors of expertise from both the humanitarian aid and international development arenas.
IsraAID has operated in Vanuatu since 2015 when we responded to Tropical Cyclone Pam, and has since shifted our focus to implement long term strategies for programs in WASH, health and nutrition, and Mental Health and Psychosocial Support, and DRR. IsraAID’s work in Vanuatu promotes sustainable and inclusive solutions, giving special attention to hands-on training and community ownership, and working closely with community, provincial, and national leaders.
Community Outreach Worker is to support the Project Officer, Project Manager and Country Director in the implementation of programs and provide support to all projects.
The Community Outreach Worker will assist in the implementation of the IsraAID programs in Vanuatu. In this capacity, they will assist in the implementation of each project. With direction and supervision from the Project Manager they will utilize and adapt existing program implementation and MEAL tools as appropriate.
Programme Implementation
- Assist in ensuring the overall quality of project deliverables.
- Contribute to monitoring and evaluation frameworks, facilitating communication and organisation among stakeholders.
- Support logistical aspects of the project, including community mobilization, training facilitation, and liaison with local authorities.
- Contribute to timely project narrative reports in compliance with donor and internal requirements.
- Collaborate with the Vanuatu team to develop quality project tools, including training modules and manuals, aligned with government and IsraAID’s strategic priorities.
- Represent IsraAID in relevant working groups and forums, enhancing the organization’s profile in Vanuatu, if required.
- Foster partnerships with government departments and organisations focused on the Protection (MHPSS, Gender), WASH and Health/Nutrition.
- Document and share stories, case studies, and best practices to inform future implementation phases and program design.
Administration
- Assist the Project Offices in maintaining and updating supply inventory for all project implementation
- Attend scheduled staff meetings
- Provide reports on activities to the Project Manager
- Compile and maintain accurate information and case reports and provide relevant information to relevant staff/stakeholders
- Attend meetings, trainings or workshops as required from time to time
Coordination with external partners
- Maintain relationships with other agencies working in the field
- With direction from the Project Officer/ Programme Manager liaise with community and other organisations within the programme parameters.
- Cooperate with the MCFS committee and CBS’s in running activities
- Liaise and maintain relationships with Water Management Committees and community leaders
ESSENTIAL SKILLS, KNOWLEDGE, AND COMPETENCIES
- Previous experience working directly with communities, community groups, NGOs, humanitarian/development programmes, or local organisations.
- Experience conducting community awareness, outreach, mobilisation, training, or information-sharing activities.
- Experience working with vulnerable or at-risk individuals and groups, with an understanding of safeguarding and protection principles.
- Experience collecting and reporting community-level data, feedback, and activity information.
