Introduction

World University Service Canada (WUSC) is a Canadian global development organization working to catalyze positive education and economic outcomes for young people. We work across a range of educational pathways - ranging from formal schooling and vocational training to apprenticeships and resettlement programs - ensuring young people have the tools to succeed. We work to tackle the global education crisis by improving access, quality, and relevance of education, particularly for girls and marginalized young people affected by poverty, conflict, and displacement. Through partnerships with governments, schools, and communities, we strengthen education systems, support teachers, create safe and inclusive learning environments, and equip young people with the skills they need to succeed in education and the workforce. Our approach focuses on long-term, sustainable change by addressing barriers to learning, promoting gender equality, and ensuring all young people have pathways to thrive. WUSC currently operates in 30 countries across Africa, Asia, the Middle East, and Latin America and the Caribbean, as well as in Canada.

Background to WUSC’s work in South Sudan

WUSC has been working in South Sudan since 2010, collaborating closely with key stakeholders, including the MoGEI and likeminded partners in implementing programmes in Education, Economic opportunities and empowerment of vulnerable communities with key focus in girls and young women. We have implemented projects in Western Equatoria, Western Bahr el Ghazal, Unity, and Upper Nile. Currently WUSC is implementing the Strengthening Collaborative Action and Learning for Education (SCALE) project in Eastern and Central Equatoria states, funded by Global Affairs Canada (GAC). SCALE is a five-year initiative that aims to help adolescent girls and young women access better, safer, and more empowering education opportunities.

SCALE seeks to empower girls and young women by removing barriers that limit their access to education and by improving the overall quality of education provision. The project’s core outcomes include:

1. Increasing support for adolescent girls and young women to be in control of their health and educational choices;
2. Increasing ability of community & school groups to actively promote girls’ access to education;
3. Increasing capacity of teachers & education leaders to create safe, inclusive & gender-transformative schools & learning environment;
4. Increasing knowledge & application of promising practices to support safe, inclusive & gender-transformative education systems.

The project, launched in October 2025, operates in Yei, Kajo Keji, and Magwi counties - areas characterised by large numbers of returnee families and described by UNHCR as “Pockets of Hope” due to their growing stability and potential for lasting change. These counties have been strategically selected to support education system actors to respond to heightened needs, drive advancements in gender equality and female empowerment, and test scalable interventions to improve education outcomes across South Sudan.

Purpose of the Consultancy

The purpose of this consultancy is to design an illustration for life skills/SRHR mentorship and learner’s Journal, Safeguarding posters and community engagement picture – based toolkit to address the root causes of gender inequality in education and social-cultural barriers that affect girls’ access to education in secondary schools. These barriers include early/ forced marriage, harmful practices, sexual and gender- based violence (SGBV), and issues related to sexual and reproductive health and rights (SRHR).

The purpose of the picture-based toolkit is to create a more comprehensive message about life skills programs, community engagement and safeguarding as part of the SCALE project. In addition, the toolkit addresses issues related to language barriers and helps communities understand and comprehend important messages for behavioural change. This toolkit guides Gender Focal points, community Volunteers, to facilitate life skills sessions through clubs, classrooms, and community engagement sessions.

Scope of Work

In order to complete this assignment successfully, the consultant is expected to fulfil the following duties and responsibilities:

1. Review the developed facilitation guide, student Journal, safeguarding key messages, and the adopted Messages from the AGENCI toolkit with the GESI and Safeguarding Advisor.
2. Liaise with GESI Advisor and WFC project focal person to plan the design for the illustrations, ensuring illustrations are age and context appropriate
3. Design layout for key messages and discussion questions.
4. Design the pictorial toolkit based on the topics provided for community engagement, life skills/SRHR facilitation guide, Learners ’Journals and safeguarding messages.
5. Share the pictorial Draft for Review
6. Refine the toolkit based on feedback from the SCALE team.

Qualifications and required competencies for the consultant

1. A minimum degree in graphic and design.
2. Demonstrated experience in designing and developing tools to support social behaviour change activities in the health and/or education sector.
3. Ability to work efficiently and deliver on committed outputs under the assignment within agreed timelines and deadlines.
4. Ability to conceptualise SGBV and SRHR issues into designing relevant messages.
5. provide WUSC with examples of previous work done related to graphic and design.
