The Prevent Epidemics (PE) team at RTSL partners with governments to strengthen key aspects of their health security systems and elevate those lessons globally.
Position Title: Digital Monitoring and Evaluation (M&E) Consultant
Length of Engagement: Through December 31, 2026
Level of Effort: Full-time consultancy (approximately 40 hours per week)

EPHI is leading the implementation and scaling up of the Electronic Public Health Emergency Management (ePHEM) system, which is vital for real-time surveillance, outbreak detection, and emergency management. Additionally, EPHI is involved in other digital health initiatives, including DHIS2, EIOS, and data visualization platforms, which are expected to be interoperable with ePHEM.
To ensure that these digital tools are effectively monitored, evaluated, and optimized for impact, a dedicated Digital Monitoring and Evaluation (M&E) Consultant is required. This role will bridge the gap between M&E best practices and digital technology, ensuring that digital investments directly contribute to improved public health outcomes.
The Digital M&E Consultant will be responsible for designing and implementing an M&E framework for EPHI's digital health initiatives, with a primary focus on the ePHEM system. The officer will track system performance, data quality, user adoption, and, most importantly, the public health impact of these digital tools. The findings will be crucial for strategic decision-making, continuous improvement, and demonstrating accountability to stakeholders.
Contract Management
The Senior Technical Advisor at RTSL will manage this contract, monitor progress towards deliverables, and approve invoices. The contractor will work closely with the Early Warning and Surveillance Directorate, particularly with the Surveillance and Disease Intelligence Division, to support the effective completion of deliverables.
