Learning Material Dissemination & Feedback Survey Consultant (Bangladesh) - Phase 2

ABOUT LAW

Legal Action Worldwide is an independent non-profit organisation comprised of creative human rights lawyers and jurists, united in our belief that those who have experienced human rights violations and international crimes, should receive targeted, survivor-centred, gender-competent and trauma-informed support to access the justice they deserve. LAW’s team operates on the ground in conflict-affected contexts combining national and international expertise with a deep understanding of victim and survivor needs and wishes. We work directly with survivors and their communities, building their capacity to meaningfully engage with justice and advocacy processes. Alongside this, we provide technical assistance to strengthen justice institutions to ensure they are equipped to deliver the justice that survivors need, and work with legislators to promote accountability and the rule of law.

Across 18 countries, and in collaboration with survivors, their communities and national justice actors, LAW undertakes creative accountability strategies, including strategic litigation at national, regional and international levels.

LAW’s Work on Rohingya Crisis & Myanmar

Through its ongoing work, in Myanmar, LAW supports the documentation of conflict-related sexual violence, human rights violations and international crimes, and seeks to support and empower survivors in pursuing justice. LAW undertakes innovative strategic litigation on behalf of survivors from Myanmar and ensures their voices are prioritised throughout its advocacy.

In Bangladesh, LAW’s ground-breaking Rohingya Crisis programme seeks to ensure meaningful Rohingya participation in the ongoing international justice processes pertaining to their treatment in Myanmar, including: the case before the International Court of Justice (ICJ) on the application of the Convention on the Prevention and Punishment of the Crime of Genocide (The Gambia v. Myanmar); the ongoing investigation by the Officer of the Prosecutor of the International Criminal Court (ICC); the proceedings before the Federal Criminal and Correctional Court in Argentina based on universal jurisdiction principle; and the work of the Independent Investigative Mechanism for Myanmar (IIMM). LAW works closely with the different legal teams working within these mechanisms.

In Cox’s Bazar, LAW works along with a network of volunteers, the ‘Survivor Advocates’ and members of the ‘Shanti Mohila’ (Peace Women), a Rohingya survivors’ group founded in 2018 – who are on the frontlines of the fight for justice for the Rohingya community. Over the years, they have made their community understand the ongoing international justice and accountability mechanisms, advocated for gender equality and reparations, and have spoken out about their experiences including the severe sexual violence perpetrated by the Myanmar military, with a view to contributing to the legal proceedings, overcoming the stigma associated with victimhood.

THE ROLE

LAW has been running an information campaign aimed at raising awareness about international justice, the ongoing cases pertaining to the atrocities committed against the Rohingya in Myanmar and sharing examples of international justice processes in other contexts where atrocity crimes took place (Bosnia, Rwanda, Cambodia, Sudan). To this end, LAW has already conducted the first phase of its widespread awareness-building initiative through its visually engaging learning materials to provide simplified information on these complex legal proceedings and how survivors and victims can participate in them. Building on this, LAW has developed another series of learning materials to raise awareness and initiate discussions within the wider Myanmar community on the broader themes of transitional justice along with examples from other applicable contexts.

LAW is now seeking a consultant who will oversee the dissemination of the learning materials within the Rohingya refugee community and provide a follow-up feedback survey to assess impact and knowledge development in relation to the materials.

MORE ABOUT THE CONSULTANCY

Reports to: Acting Programme Manager.

Location: Cox’s Bazar, Bangladesh, with regular travel to Ukhiya and Camps.

Duration: Consultancy Agreement (maximum 3 months).

Rates: Competitive daily rates apply.

Scope of Work and Deliverables

Project Deliverables: To be completed by November–December 2026, with the detailed timeline to be agreed with the selected consultant.

LAW identifies the following deliverables to be designed and produced during the term of this consultancy.

1. Dissemination of Learning Materials

• Inception call with LAW team to define dissemination plan and target audience.
• Train and coordinate a team of facilitators for dissemination of learning materials.
• Disseminate learning materials through identified channels.
• Submit relevant evidence/documentation of dissemination of learning materials.

2. Feedback Survey

• Prepare a feedback survey of audience reached to assess improvement on understanding of the disseminated learning materials.

• Train and coordinate a team of facilitators to collect feedback about disseminated learning materials.

• Provide a report on the process of dissemination and the feedback received.

• Report to LAW finance with all administrative and financial documents, equipment and expense reports from the survey and dissemination.

ABOUT YOU

• Proven experience working with refugees, displaced populations, or conflict-affected communities, preferably with the Rohingya or Myanmar-affected population.

• Experience designing and implementing awareness-raising activities and training/coordinating facilitators to disseminate complex information in an accessible and culturally appropriate manner.

• Demonstrated ability to develop feedback surveys, coordinate data collection, analyse and assess changes in knowledge or understanding, document dissemination activities, and produce clear, evidence-based narrative and analytical reports.

• Strong understanding of safeguarding, confidentiality, informed consent, data protection, and survivor-centred/Do No Harm approaches when working with vulnerable and conflict-affected communities.

• Excellent communication, facilitation, coordination, and organisational skills, with proficiency in English. Knowledge of Rohingya would be an advantage.
