Terms of Reference

1. General Background

As of the end of August 2025, Ghana is home to a total of 31,670 refugees and asylum seekers. This diverse population spans 43 nationalities, with the top six countries of origin being Burkina Faso, Togo, Sudan, Cameroon, Côte d’Ivoire, and Liberia.

The biggest and newest arrivals being the Burkinabe population, together with the government of Ghana, a climate-smart agribusiness initiative has been adopted – Ghana Refugee Agribusiness Sustainability Programme (GRASP). This initiative is aimed at fostering self-reliance and promoting sustainable livelihoods by equipping beneficiaries with essential skills in modern agricultural practices and agribusiness development.

A flagship component is being implemented in Bono East and Upper West regions, where a significant number of refugees and asylum seekers reside.

The Monitoring and Evaluation (M&E) Specialist will work under the direct supervision of the Head of National Office. Supervision will follow a structured, collaborative, and performance-oriented approach, designed to ensure technical guidance, alignment with organizational priorities, and continuous professional development.

2. Purpose and Scope of Assignment

A. Monitoring and Data Collection
• Support the rollout of GRASP baseline, monitoring, and follow-up surveys in refugee-hosting and beneficiary communities.
• Assist in the development and application of data collection tools aligned with GRASP results frameworks and national indicators.
• Coordinate field-level data collection activities, including enumerator supervision and quality control.
B. Data Management and Quality Assurance
• Support data cleaning, validation, and storage in line with UNHCR standards and data protection principles.
• Ensure consistency between GRASP data and relevant UNHCR systems, including proGres and results-based management tools where applicable.
• Assist in maintaining datasets for both beneficiaries and control groups.
C. Analysis and Reporting
• Support basic data analysis to track outputs, outcomes, and early impacts of GRASP interventions.
• Contribute to periodic progress reports, donor updates, and briefing notes for internal and external stakeholders.
• Support visualization of data and preparation of simple dashboards and summaries.
D. Learning and Adaptive Management
• Support documentation of lessons learned, implementation challenges, and good practices.
• Assist in integrating M&E findings into programme planning, adjustments, and decision-making.
• Contribute to learning products that support GRASP’s positioning as a regional durable solutions model.
E. Coordination and Capacity Support
• Work closely with programme, protection, livelihoods, and inter-agency colleagues to ensure integrated monitoring approaches.
• Support coordination with government counterparts and partners on data requirements and reporting.
• Assist in building basic M&E capacity among implementing partners where required.

Duties

o Support the development and implementation of UNHCR’s system for monitoring protection and solutions strategies and results (impact, outcomes, outputs) in cooperation with relevant teams and promote a results-based monitoring culture throughout the operation and the Operations Management Cycle.
o Provide technical input into evaluation planning, aligning M&E functions with the multi-year protection and solutions strategies and annual implementation plans.
o Develop and roll out monitoring plans across all implementation modalities (direct implementation, partnership, operational partners).
o Support the setup of indicator tracking systems, ensuring alignment with global and national monitoring standards.
o Provide guidance on data sources, collection methodologies, sampling strategies, and digital data collection tools for both humanitarian and development aspects.

o Represent UNHCR in inter-agency coordination mechanisms (e.g., UNSDCF, RRP, HRP) to harmonize M&E approaches and avoid duplication.

o Work with development partners to align project-level M&E indicators with broader resilience-building outcomes.

o Contribute to joint monitoring and evaluation exercises with partners, government, and donors.

o Ensure monitoring integrates environmental sustainability and private sector engagement elements where applicable, especially under GRASP.

o Guide and train UNHCR and partner staff in applying UNHCR’s results-based management monitoring standards and procedures.

o Perform other related duties as required.

3. Monitoring and Progress Controls

• Mid-year and Year-end report
• Monitoring mission reports
• Any other ad hoc report as needed.

Type and Manner of Supervision
1. Initial Work Planning and Objective Setting:
o Upon onboarding, the M&E Specialist will participate in a detailed work planning session with the supervisor to agree on key deliverables, performance indicators, timelines, and expected outcomes aligned with the objectives of GRASP and the broader UNHCR Ghana operational strategy
o This session will form the basis of the annual performance plan and will include cross-functional expectations in coordination, data quality assurance, partner reporting, and evaluation leadership.

2. Quarterly Review Sessions:
o Formal quarterly performance reviews will be held to assess progress against the work plan and M&E strategy for GRASP and other related initiatives.
o These sessions will include a review of key performance indicators, evaluation reports, learning activities, and recommendations for programme adaptation.
o Feedback will be documented, and where needed, the work plan may be revised to reflect shifts in the operational context or donor priorities.



Mid-Year and End-of-Year Appraisal:
o A mid-year review will evaluate performance against agreed objectives, identify areas for improvement, and document lessons learned.
o An end-of-year appraisal will provide a comprehensive performance assessment and will contribute to decision-making on contract renewal, capacity development planning, and recognition of outstanding contributions.

4. Qualifications and Experience

a. Education

- Master’s Degree in Business Administration, Development studies or related field.
- A first-level University (Bachelor's) degree with an additional 2 years of relevant professional experience may be accepted in lieu of a Master’s Degree

b. Work Experience

For P1/NOA - 1 year relevant experience with Undergraduate degree; or no experience with Graduate degree; or no experience with Doctorate degree
