The Role
The Manager - Technology and Innovation will lead the identification, assessment, piloting, and scale-up support of safe water technologies under Jal Jeevan Mission (JJM), with a primary focus on In-Line Chlorination (ILC) systems for Single Village Schemes (SVS) in Rajasthan and will report to Senior Manager, TSU (Team Lead).
You will support Rajasthan PHED in strengthening technology testing and selection, device performance, O&M integration, water quality monitoring and innovation adoption including IoT and digital tools to enable reliable, scalable, and cost-effective safe water service delivery.
Responsibilities
Technology Assessment, Piloting and Scale-Up Support :
- Support technology needs assessments (TNA) to evaluate suitability of different chlorination technologies across diverse SVS infrastructure types.
- Support PHED in designing, implementing, and monitoring pilot and demo installations of ILC devices across selected districts.
- Analyze pilot and field data to provide evidence-based recommendations on device efficacy, dosing stability, durability, and scalability.
- Support refinement of device design, installation protocols, and dosing practices based on field learnings and operational constraints.
Innovation, IoT and Water Quality Monitoring Systems :
- Identify, assess, and pilot technology based monitoring such as IoT, SCADA and other sensor-based technologies to strengthen real-time monitoring and service delivery assurance.
- Support development and testing of water quality monitoring approaches, including:
- Independent monitoring mechanisms
- PHED laboratory testing protocols
- Community-based FTK testing models
- Contribute to the development and integration of dashboards, MIS, and data systems to track water quality, device performance, and program outcomes in alignment with PHED systems.
Technical Frameworks, SOPs and Procurement Support :
- Support PHED in developing and refining technical SOPs, specifications, and guidelines for installation, O&M, and monitoring of chlorination systems.
- Provide technical specifications for RFPs, pro-forma tenders, and performance-linked contracting models related to chlorination and safe water delivery.
- Support integration of chlorination technologies within state O&M frameworks and JJM guidelines, including incentive structures for operators.
Capacity Building and Technical Advisory :
- Support design and delivery of technical training and workshops for PHED engineers, district officials, contractors, and field teams on chlorination technologies, O&M, and monitoring.
- Provide ongoing technical troubleshooting and advisory support to PHED teams and implementation partners during pilot and scale-up phases.
- Facilitate technical sessions with SEs, EEs, AEs, and other department officials to build state capacity for long-term ownership.
Documentation, Learning and Knowledge Management :
- Document best practices, technical learnings, challenges, and case studies from Rajasthan pilots and scale-up activities.
- Support preparation of technical notes, progress reports, presentations, and dashboards for PHED leadership, NJJM, and Evidence Action.
- Contribute to state and national learning exchanges, including dissemination of Rajasthan’s experience to other states and national platforms.
- 7–10 years of experience in rural water supply, water treatment technologies, infrastructure projects, or public sector technical assistance
- Strong understanding of JJM, PHED systems, SVS/MVS typologies, and O&M challenges
- Experience working with government departments, contractors, and multi-stakeholder environments
- Prior experience in implementation of IoT, SCADA, or digital monitoring systems in water or infrastructure programs is mandatory
- Experience with chlorination technologies, water quality monitoring, or WASH innovations
- Prior experience in TSU/PMU/technical advisory roles with state governments
- Bachelor’s degree in Engineering (Civil / Mechanical / Environmental / Electrical) or related technical discipline is mandatory
- Expert written and verbal proficiency in English is essential
- Expert proficiency in Hindi is mandatory (oral and written)
