The Role 

The Senior Officer, TSU will provide technical and operational support to the PHED department, working closely with state team and EAII National Office to support state and district-level officials in scaling in-line chlorination in the state. We are looking to support Rajasthan PHED in scaling in-line chlorination (ILC) initiatives across the state to ensure safe drinking water for rural households and this role will report to Senior Manager, TSU (Team Lead).

You will focus on day-to-day coordination with Rajasthan PHED department government officials, provide district and block level technical assistance, facilitation, and data monitoring, ensuring smooth execution of in-line chlorination initiatives in the state.

Responsibilities

Technical Support :

  • Support liaison efforts with Rajasthan PHED state, district and block officials and support day-to-day departmental needs on ILC initiatives and water disinfection.
  • Assist department in the deployment, calibration, and troubleshooting of in-line chlorination devices while providing technical support to district and block-level officials for proper installation, operation, and maintenance (O&M).
  • Conduct regular field visits to assess device functionality, address operational challenges, and ensure seamless implementation of ILC systems across the state.

Capacity Building and Training :

  • Work with the Rajasthan PHED on developing training modules for district and block levels, along with technicians, and valve operators.
  • Facilitate district- and block-level training sessions on ILC installation and O&M.
  • Assist in organizing technical sessions, capacity building workshops and field demonstrations in collaboration for Rajasthan PHED.

Monitoring and Data Management :

  • Support in collecting and compiling field data on ILC device performance and chlorine residual levels (TRC and FRC).
  • Assist in analysing water quality data to ensure compliance with national and state-level guidelines.
  • Support the preparation of monthly and quarterly reports for review with department officials.

Coordination with stakeholders :

  • Assist and co-ordinate with Rajasthan PHED and regularly maintain weekly/monthly minutes on engagement with department officials
  • Support interaction between state, district, and block officials, ensuring smooth implementation of ILC initiatives.

Compliance and Documentation :

  • Ensure ILC SOPs  and advisories comply with national and state water quality guidelines under National Jal Jeevan Mission mandate
  • Maintain project documentation, SOPs, and technical records on program operations to provide updates to Rajasthan PHED officials
  • Develop case studies and best practice reports to inform programmatic improvements.

  • Bachelor’s degree in Economics, Public Health, Environmental Science, Water Resources, Engineering, or a related field is mandatory
  • Master’s degree in Economics, Public Health, Environmental Science, Water Resources, Engineering, or a related field is a plus
  • Minimum 5-7 years of experience in water sector/health programs, preferably in a technical support role/PMU/TSU set up to government departments in Rajasthan.
  • Minimum 2-3 work experience in engaging government officials is mandatory
  • Experience in preparing reports and documentation for large-scale government projects and programs.
  • Proven experience in building presentations and reports (Microsoft Excel, Word and PowerPoint).
  • Experience working with Rajasthan PHED is a plus.
  • Hands-on experience in rural water supply, water treatment technologies, chlorination, or rural water infrastructure will be an advantage.
  • Expert written and verbal proficiency in English is essential
  • Expert proficiency in Hindi is mandatory (oral and written)
