Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organization. We work with people affected by violent conflicts to enhance their security and dignity through Unarmed Civilian Protection (UCP). We work to reduce violence, protect civilians in countries affected by violent conflict and its aftermath, and help transform the world’s response to conflict situations.


OVERVIEW

 

Nonviolent Peaceforce (NP) is an international organization based in Geneva, Switzerland, that has been active in civilian protection work in the Philippines since 2007. Using the methodology of Unarmed Civilian Protection, our work aims to strengthen local peace structures, deter violations against civilians, and encourage protection capacities in conflict-affected communities in partnership with local civil society. Our mandate for implementing includes monitoring and reporting individuals’ concerns about safety, protective accompaniment for civilians and organizations in areas of conflict in BARMM and adjacent provinces, including Maguindanao del Sur, Maguindanao del Norte, Lanao del Norte, SGA, Basilan, Sulu, and Tawi-Tawi. NP creates safe spaces for peaceful dialogue between different stakeholders in the country, including local institutions, for community-based conflict prevention and conflict resolution, training local leaders and organizations in UCP methodologies for monitoring and civilian protection.


JOB SUMMARY

 

Under the supervision and guidance of the Project Coordinator, the Monitoring and Evaluation (M&E) Officer plays a central role in ensuring data-driven and accountable implementation of the project. The M&E Officer is responsible for designing, managing, and supporting monitoring systems and tools that track progress toward project objectives, in accordance with donor requirements and Nonviolent Peaceforce’s (NP) internal standards.

 

The role involves coordinating the development and execution of program performance and monitoring plans, managing grant-related data, and maintaining robust information management systems. The M&E Officer also supports the design and implementation of baseline studies, mid-term reviews, endline assessments, and other evaluations and research initiatives. These processes inform evidence-based decision-making, strengthen program delivery, and support adaptive management throughout the project lifecycle.

 

This position works closely with the three field teams. Through active coordination with the Programme Manager, Field Coordinators, NPOs and project staff, the M&E Officer ensures the integration of timely and accurate data collection, analysis, and reporting into all phases of project implementation. The role contributes essential insights to improve program quality, strengthen accountability mechanisms, and uphold compliance with donor standards and NP’s unarmed civilian protection approach.


KEY RESPONSIBILITIES


Monitoring, Evaluation, and Learning (MEL)

  • Lead the design, coordination, and implementation of M&E systems and activities across all field teams sites ensuring methodological consistency and alignment with the project’s logframe, donor requirements, and NP’s organizational standards.
  • Develop and roll out M&E tools and frameworks to capture relevant quantitative and qualitative data, ensuring strong alignment with key performance indicators and broader project goals.
  • Routinely analyze data to assess project outputs, outcomes, and impact, providing timely feedback to the Programme Manager for adaptive programming and strategic decision-making.
  • Conduct regular data quality checks and support data verification processes across field offices.
  • Train and provide ongoing technical support to field staff on M&E tools and practices, including conducting capacity-building workshops.


Field Coordination and Oversight

  • Collaborate closely with Field Coordinators to embed M&E practices into field operations, ensuring that monitoring efforts reflect realities at the community level and inform day-to-day decision-making.
  • Coordinate and supervise field-based M&E activities
  • Conduct regular field monitoring visits to provide coaching, assess progress, gather feedback, and ensure M&E compliance and data accuracy.

 

Information and Reporting

  • Manage the collection, consolidation, and analysis of quantitative and qualitative data to inform donor reports and internal learning processes.
  • Provide inputs on M&E information, both in internal and external reports.
  • Ensure seamless flow of M&E-related information between field teams and the Programme team, enabling timely reflection on project progress, achievements, and gaps.

 

Team Management and Support

  • Provide coaching and guidance to interns and data entry staff, ensuring high standards in data integrity and confidentiality.
  • Work collaboratively with the Programme Manager and Project Coordinator to improve systems and tools, ensuring that monitoring practices remain responsive to the project’s evolving needs.

QUALIFICATIONS AND COMPETENCIES

 

  • Bachelor's Degree in social sciences, Administration, Information Management, Project Management, or other relevant academic background (essential), Master's Degree (desirable)
  • Minimum of 2-3 years previous experiences Monitoring and Evaluation project in development/non-governmental organisations (essential)
  • Experience in designing, implementing, and operating project M&E systems from start to end of project.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management and developing M&E and performance monitoring plans.
  • Experience in facilitating and serving as focal person for extemally-managed evaluations.
  • Knowledge of major evaluation methodologies (ex. Quantitative, qualitative, mixed-method, and impact) and data collection and analysis methodologies.



SKILLS AND COMPETENCIES

 

  • Good computer application skills and proficiency in Windows packages such as Words, Excel, Power Points, online research and other relevant quantitative analysis software.
  • Strong knowledge of programme implementation cycle (i.e development, implementation, results-based management and reporting).
  • Good understanding and experience regarding gender and/or gender mainstreaming.
  • Able to design M&E tools, surveys and evaluations.
  • Demonstrated ability to train and build capacity of others.
  • Able to work independently with a minimum supervision.
  • Able to work under time pressure and meet deadlines.
  • Able to work in diversified environments.
  • Strong interpersonal skills.
  • Proficiency in English language.
  • Excellent analytical and problem-solving skills.
