About the Consultant role

IDinsight Philippines Inc. is a non-stock, non-profit corporation preparing to participate in public procurement processes with the Philippine government. We are seeking a Procurement Consultant to support us across the full lifecycle of government procurement, strengthen our internal systems, and ensure compliance from preparation to post-award implementation.

This role requires expertise in Philippine procurement law, particularly RA 9184 and its IRR, and experience in working with non-profits or small-to-mid-sized organizations engaging in public bidding.


Responsibilities

1. Early-Stage Preparation and Internal Systems Development

  • Advise on documentation we should maintain and systematize in advance (e.g., legal, financial, and technical credentials)
  • Assist in creating or strengthening internal SOPs and compliance systems to ensure we are always "bid-ready"

2. Bid Opportunity Analysis and Strategy

  • Review bid documents for legal and procedural risks
  • Identify vague or restrictive requirements
  • Flag provisions that may unduly favor certain suppliers
  • Prepare clarificatory questions for pre-bid conferences while safeguarding the organization’s competitive position

3. Bid Preparation and Submission

  • Draft and organize legally compliant bid documents
  • Ensure the completeness, accuracy, and timely submission of all documentation

4. Post-Bidding Support

  • Provide legal support during post-qualification stages
  • Advise on pre-delivery coordination and technical inspection requirements
  • Assist in processing payments and preparing post-award documentation
  • Support the procurement of performance and guarantee bonds or other legal obligations

5. Ongoing Legal Advisory

  • Conduct legal risk assessments related to procurement participation
  • Provide ongoing compliance advice to ensure readiness for future bids
  • Recommend improvements to procurement systems and practices in line with evolving regulations


Qualifications

  • Licensed attorney in the Philippines with at least 5 years of legal practice
  • Demonstrated expertise in public procurement law (RA 9184) and related government contracting procedures
  • Experience advising NGOs, non-profits, or similar entities on public bidding is highly preferred
  • Strong analytical, documentation, and communication skills
  • Ability to work collaboratively with operational, finance, and client-facing teams


Engagement details

Location

This consultancy can be performed remotely, though preference will be given to candidates based in Metro Manila. Occasional in-person meetings or coordination with local agencies may be required, depending on project needs.

Start date

The consultancy is expected to begin as soon as possible, and will be renewable based on performance and organizational needs. We welcome applications from individuals excited to contribute to our work and who have some flexibility around when they can start.

Work authorization

Candidates must be authorized to work in the Philippines or operate as independent consultants. No sponsorship for work permits or visas will be provided for this role.

Compensation

This is a paid consultancy, with fees commensurate with experience and the scope of services rendered. We welcome applicants to indicate their proposed daily or monthly rate as part of their application.

The consultant will be engaged on a time-based billing arrangement, with the following terms:

  • Hourly rate: The consultant will propose an hourly rate in their application, which will be agreed upon in the contract.
  • Estimated time commitment: We anticipate a variable workload, with an estimated 20 hours per month, depending on ongoing procurement activity.
  • Invoicing: The consultant will submit a monthly invoice detailing the number of hours worked, a brief description of tasks completed, and any reimbursable expenses (if applicable).
  • Payment terms: Invoices will be processed and paid within 30 calendar days upon submission and approval.
