*Job Summary*

The Provincial Officer is a part of SGBV Project Maluku Province (ARUMBAE) team. The Provincial Officer main responsibilities is to ensure the successful implementation of activities as per the workplan within the area of intervention in Maluku Province (Provincial level and Central Maluku District). The Provincial Officer is also responsible in the implementation of activities and provides technical support to all areas of program implementation (health system strengthening, community access, monitoring) in Maluku,

The Provincial Officer – ARUMBAE Project, report to SGBV Specialist/Project Coordinator ARUMBAE Project Maluku and s/he will need to coordinate within relevant units and other staffs in Yayasan IPAS, to ensure sexual violence survivors can have timely and quality access to health care and other needed care.

S/he collaborates with the Health System Strengthening (HSS) Unit to ensure successful intervention that strengthens provision of comprehensive SGBV care and other reproductive health service for sexual violence survivors in project areas. This position also collaborates with the Community Access and Mobilization (CAM) Unit that partner with local government to develop UPTD PPA and its referral mechanism, as well as partner with local CSOs providing legal and support to survivors and engaging women, girls, and other actors to raise awareness, strengthen skills and creating safe and enabling environment to access reproductive health services, in particular SGBV care.

Project Management:

  • Participate in the development of detailed implementation plan (DIP) of HSS and CAM activities in the area of intervention (Maluku Province);
  • Prepare and implement activities relevant with the DIP in all areas of intervention and ensure its high quality execution. This includes but not limited with ToR development and coordination with Yayasan IPAS support team
  • Be active in regular update with relevant HSS Specialist and other program staff at national level to maintain and improve quality project implementation in health facilities and communities;
  • Conduct regular project monitoring, document it, and submit the monthly report timely to the SGBV Specialist/Project Coordinator;
  • Identification of any delays, areas/ issues that may cause delay in implementation and ensure that this is quickly addressed through the relevant Ipas channels
  • Represent the project in day to day coordination with the relevant stakeholders and liaise with government partners, at provincial and district level
  • Coordinate capacity building activities related on SGBV care and other reproductive health care relevant to sexual violence survivor’s need, at various assigned health facilities, in accordance with workplan
  • Liaise with the HSS Specialist on technical issues arising from health facilities for follow-up and action and monitoring;
  • Supporting implementation of quality of care checks through supporting integration of periodic supervision facilitation, mentoring and client exit interviews in health facilities.Support sub-grantees to ensure quality delivery of work planning and implementation of planned activities in community level;
  • Liaise with the SGBV Specialist/Project Coordinator on technical issues arising from community access at the district level and provincial level.

M&E

  • Complete relevant documents and products in the designated portal (for instance in Luna and Terra);
  • Ensure submission of the reports on a regular basis or as directed by MEL team;
  • When deemed necessary, contribute to the drawing of lesson learned from intervention in community.
  • Contribute to report preparation for donors and other stakeholders, including data and narrative inputs

Finance:

  • Understand the overall Finance regulation in Yayasan IPAS Indonesia
  • Ensure all activities comply with Yayasan IPAS Indonesia’s financial regulation which includes but not limited to completion of receipts and timely reporting

HR & Administration

  • Understand and comply with the HR regulation in Yayasan IPAS Indonesia
  • Collaborate effectively with other teams in Yayasan IPAS Indonesia
  • Ensure all activities comply with the regulation in Yayasan IPAS Indonesia

Ethics

  • Understand and practice ethical process and behavior as per te organization's standard;
  • Contribute to safe working environment where every team member is treated equally and respectfully;
  • Ensure external consultant understand and practice ethical process and behavior while in partnership and implement program with Yayasan IPAS Indonesia

Other

  • Perform other related duties as required

Internal & External Customers / Suppliers as well as Third Party

  • Collaborate with other unit advisors, managers, project coordinators and officers for successful project implementation.
  • Ensuring all projects activities and its external partners comply with Yayasan IPAS Indonesia's branding strategy and design
  • Maintain mutual relationship with partners and other stakeholders through representation of Yayasan IPAS’s mission to uphold women’s and girls’ rights to quality SRH
  • When deemed necessary, represents the organization at various Provincial and national meetings to ensure incorporation of Yayasan IPAS objectives into the agenda for discussion.

Position Requirements

  • Bachelor Degree in relevant field (health related sciences, social work, gender) with at least 5 years of experience in development work.
  • Must have experience working in Sexual gender based violence/reproductive health and/ gender-focused project in the province
  • Deep knowledge on health system strengthening, gender equality and violence against women and children with orientation towards improving the space for protection towards women and girls and their reproductive health and rights.
  • experienced and competent in maintaining relationships with local governments and CSO partners
  • Extensive knowledge of Microsoft Office suite
  • Ability to travel when needed.
