Under the supervision and guidance of the Health Program Coordinator, the Public Health Officer will ensure the right level of support and supervision to the Health Care Facilities supported by RI in Tripoli (North) and Berqayel (Akkar). The Public Health Officer leads a team of 4 CHWs and will work closely with the Field Medical Coordinator, Nutrition Coordinator and Case Managers to ensure the continuing integration of RI’s activities at the health facilities.

Health Facilities Supervision
- Represent RI at the supported facilities (PHCs) and ensure efficient communication with the PHC Managers.
- Coordinate and support the implementation of Primary Healthcare Centers programs in alignment with national guidelines and protocols (LPSP)
- Provide technical support and guidance to health staff at RI-supported PHCCs to ensure delivery of quality health services, aligned with program plans
- Monitor and report gaps in essential supplies, equipment, medicines, and service-delivery materials at supported facilities, and follow up the Health Program Coordinator and Program Manager as required.
- Collect means of verification and essential paperwork from the facilities and ensure transparent and accurate billing of patients and RI.
- Analyze health data using Microsoft Excel and other Office tools to inform program planning and decision-making.
- Conduct routine data-quality checks, verify means of verification, monitor progress against project indicators and facility targets, and ensure confidential and accurate handling of beneficiary and service-delivery data.
- Develop a capacity building plan for the supported PHC staff, organize training and on-the-job coaching accordingly.
- In coordination with the Quality Control Officer and Field Medical Coordinator, assist in the development of an improvement plan for the supported health facilities to improve the quality of services provided and follow up on the implementation plan accordingly.
- Monitor Primary Healthcare Satellite Units (PSUs), ensuring adequate staffing, consistent attendance at shelters, and high-quality medical service delivery.
- Support communicable disease surveillance, outbreak preparedness, early warning alerts, and timely reporting of unusual health events in coordination with PHCCs, PSU teams, the Field Medical Coordinator, and relevant public health authorities.
- Support PSU teams in planning, organizing, and improving their service provision.
Team Management
- Follow up and supervise the daily work of four CHWs and provide the needed guidance. The job holder must ensure that the behavioral and technical competencies of the team as demonstrated on the field with the beneficiaries are up to the expectation of Relief International and in alignment with RI’s code of conduct.
- Set monthly targets
- Conduct Field Visits with the CHWs to monitor their work and interaction with beneficiaries while providing constructive feedback and support.
- Build the capacity of the CHWs for active participation and control of communicable diseases, safe identification and referrals of GBV survivors and Mental Health illnesses, and malnutrition in their communities.
- Ensure CHWs understand and apply safeguarding, PSEA, confidentiality, informed consent, safe identification, and referral protocols, and immediately escalate any safeguarding, protection, or serious incident concerns through RI’s approved reporting channels.
- Ensure that the CHWs demonstrate a high level of professionalism while working or coordinating with beneficiaries, their family members, and any internal or external party; any incident or work-related conflict should be immediately reported by the team to the Public Health Officer.
Coordination and Reporting
- As needed, represent RI in external meetings in BML or North area including Health working Group and other ad hoc meetings.
- Follow up on the daily implementation of the project activities and report any challenges to the Health Program coordinator.
- Coordinate internally with Supply Chain and Operation, Finance, Award and Partnership, MEAL and Safeguarding and accountability departments.
- Coordinate with the Nutrition Coordinator and Mental Health colleagues to ensure necessary capacity building is delivered to RI’s team and referral process is error-free.
- Perform any other tasks related to the project when requested by the Program Manager.
- The Job holder should ensure that any gaps, delays and concerns regarding implementation are directly reported to the program Manager to identify corrective actions accordingly.
