Job Profile
The Senior Supply Chain and Operations Officer is a key member of the Supply Chain Operations Department at hub level and holds overall responsibility for procurement, assets, fleet, IT functions and warehouse. The role provides leadership, supervision, and system strengthening to ensure smooth, compliant, and efficient supply chain operations supporting all RI activities at the hub across multiple sectors and donors.
The Senior Supply Chain Operations Officer reports directly to the Syria Supply Chain Operations Manager with a dotted reporting line to the Area Manager NWS and is responsible for effectively managing and overseeing all supply chain functions within the hub. The role includes supervising staff, ensuring accountable and compliant processes, and supporting the Supply Chain Operations team in strengthening systems and operational performance to ensure effective support to all projects under their area of responsibility.
Key Responsibilities
Accountability and Complexity
- Manages interconnected operational functions (procurement, IT, fleet, warehouse, and team management) requiring coordination across diverse technical and logistical areas
- Operates within a complex framework of donor regulations, internal policies, and compliance requirements that demand careful judgment and consistent oversight.
- Balances competing priorities by coordinating closely with Area Managers, Project Managers, program teams, and operations staff to ensure uninterrupted program implementation
- Handles operational challenges in dynamic and potentially high-risk environments, requiring proactive decision-making, risk mitigation, and adaptive solutions
Procurement
- Oversee and review all procurement processes are conducted in compliance with RI policies and donor regulations.
- Support the operations officer to ensure timely and efficient program implementation through proper procurement planning.
- Review and approve procurement documentation to ensure accuracy and completeness.
- Monitor supplier performance and contract compliance.
- Ensure transparency, value for money, and accountability throughout the procurement process.
- Maintain organized and complete procurement records and documentation.
Information Technology
- Supervise an IT officer to ensure proper system maintenance and network functionality across the hub.
- Oversee IT asset tracking and ensure proper documentation and tagging.
Fleet Management
- Oversee the Operations Officer in managing daily fleet operations, including vehicle allocation and movement planning.
- Ensure the Operations Officer ensures that drivers implement timely vehicle maintenance, servicing, and insurance compliance.
- Ensure drivers follow RI safety and fleet policies, with the Operations Officer providing day-to-day supervision.
- Ensure proper documentation and reporting related to fleet management are maintained by the Operations Officer.
Warehouse
- Oversee the Supply Chain Officer in managing warehouse operations to ensure proper storage and organization of goods.
- Ensure the Supply Chain Officer maintains accurate inventory records and conducts regular stock reconciliations.
- Supervise the upkeep of up-to-date warehouse documentation in line with RI standards.
- Ensure compliance with safety, security, and stock control procedures by the warehouse team.
- Oversee coordination of timely receipt and dispatch of goods to support program needs.
Team Management
- Develop the capacity of the team, deepen understanding of their roles and assist with career development.
- Assist team members with information, tools and resources to improve performance & reach objectives.
- Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
- Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
- Hire, orient and lead team members as necessary.
Coordination with Area Manager & Project Manager
- Maintain close coordination with the Area Manager and Project Manager to align supply chain operations with program priorities.
- Provide regular updates on procurement, fleet, IT, and warehouse matters.
- Coordinate operational need with program teams.
- Proactively address operational challenges to ensure smooth program implementation.
- Other duties as assigned.

Person Specification
Skills, knowledge and expertise required for the role.
Essential criteria
- Bachelor’s Degree in a related field such as Business Administration, Business Management or Information Management System.
- Minimum 3 – 4 years’ experience in Supply Chain Management.
- Good in computers with skills in analysis the reports, databases…etc.
- Solid knowledge and understanding of practical Supply Chain and Operations procedures and maintaining supply pipelines in areas with weak infrastructure.
- Ability to identify and communicate potential problems and propose solutions to the level of management and then effect change.
- Strong organizational, interpersonal, and communication skills.
- Must be able to function effectively in complex work environments, set up appropriate priorities, and deal effectively with numerous simultaneous requirements.
- Fluent in Arabic.
- Good command in English.
- Experience in coordinating supply chain activities.
